6/8/2011	On June 3, 2011, I conducted a UST compliance inspection audit at the Kwik Star #468, 605 Gilbert Street in Charles City. The facility is subject to the secondary containment and interstitial monitoring leak detection requirements under 567 IAC 135.3(9), but no records of the monthly data were available on site. I called Karl Semke at Kwik Trip Corporate, La Crosse, WI (608 793-6372) and he provided inspection records. However, the records indicate that the physical inspections were conducted only every second month until this past April (2011) when they began monthly inspections. Further, the last two monthly inspection forms did not document the information which would allow the inspections to be used as monthly leak detection. In a follow up email (email train attached) Mr. Semke stated that they use SIR as leak detection at this facility, which does not comply with 567 IAC 135.3(9). DNR’s Scott Wilson will call Mr. Semke to clarify what leak detection records must be kept for this facility.	DAVID MILLER
