6/5/2009	Rod said recyclers in the area are storing baled recyclables. They can't go to the landfill and recycling markets are poor. They want to burn the bales. I told him that they cannot burn this material (unless possibly used as a test burn at a power plant). I cited 567 IAC 23.2(455B).	BILL GROSS
