4/14/2011 During my April 7, 2011, inspection of the Rural Iowa Waste Management Agency (RIWMA) Landfill in Eldora, Michelle Johnson and I observed a white powdery waste stream, which appeared to be diatomaceous earth, that was placed on an idled working face, well away from any other trash. Bruce Rewoldt stated that the waste was from the Cargill biodiesel facility in Iowa Falls, and that it is too wet to work easily so they like to dry it out for “a couple days.” This left me with two concerns – (1) if it is too wet to work and needs drying, then I need to see the paint filter test data and (2) wet, high BOD diatomaceous earth waste streams have a potential to spontaneously combust if they not properly handled. I emailed DNR’s Susan Johnson and asked if RIWMA had a Special Waste Authorization (SWA) for a waste stream of this description. She was unsure to what specific waste stream I referred, but replied that it was up to the generator to characterize the waste. On April 12, 2011, I contacted Ken Drilling at the Cargill Biodiesel plant in Iowa Falls, requesting waste characterization data on a diatomaceous earth waste stream they reportedly sent to the RIWMA. Cargill’s Dan Schoenfelder and their consultant Lisa Schmidt called me back and on April 14, 2011 we discussed the matter.
