Please consider the attached file our February submission by 3/10/2011. Hard copies will be hand delivered to DNR offices on 3/11/2011. A few notes/comments: • We ran the treatment trains most days in FEB, but only sent water to DIST SYS between the 17th and 22nd, so the MOR will show data for 17th through the 22nd. • TOC removal concerns raised earlier in conversation between you and I may have been premature. o Non-blended samples of UF and RO water on 2/28/2011 yielded a calculated TOC removal ratio that was acceptable (non-alarming). o For reporting purposes, I followed the protocol we have used for Fleur and McMullen when Raw and Treated TOC is less than 2 mg/L (which was the case on 2/28/2011). 3/3/2011 We operated the plant six days in february when the water went into the Ankeny DS. We found some higher iron and manganese in the clearwell and terminated delivery to the DS but continued testing and monitoring. We discovered we did not do TOC during the period of delivery to the DS and did it afterward. Finished TOC is > raw TOC so we are wondering what to do. Mike and I talked about how many results and ACC options. I asked him to submit what he has. He believes they take more than one TOC/month at the other two plants but use the first one for compliance. He will confirm and could possibly then use ACC 1. I assured him compliance is RAA so this one incidence is not going to result in any compliance issues. The UF membranes are not responding well to the cleaning sequence recommneded by the manufacturing and is causing the iron/mang in the clearwell. The system is continuing to operate but they are dumping the clearwell to the lagoons. JANET GASTINEAU
