2/24/2011 From: Hill, Dennis [mailto:[email protected]] Sent: Thursday, February 24, 2011 8:26 AM To: Lynam, Anne [DNR] Subject: proposal for invalidation of site Anne, I have attached my proposal to invalidate the recent Quik Trip site at which we had total coliform bacteria. We performed follow-up cultures on the replacement faucet, and so far they look good. Final read is at 1:30. See the attached Word document. Please let me know once this is received and if accepted. Thank-you for your help. From: Lynam, Anne [DNR] Sent: Wednesday, February 23, 2011 11:31 AM To: Gastineau, Janet [DNR]; DNR FO5WS Cc: Schwiete, Becky [DNR]; Spoelstra, Chris [DNR] Subject: RE: 7727031 - DES MOINES WATER WORKS Positive TCR Dennis Hill just called about the Quick trip. They replaced the faucet and brought it back to the DMWW lab. Dennis has cultured it and it is starting to turn (results later today). DMWW was also going to resample today with the new faucet. Dennis said they also keep the hot water at 110 degrees, which he thinks could also be a problem. I told Dennis to collect an extra routine sample for February in case they can provide the documentation to invalidate this routine from the Quick trip. JANET GASTINEAU

Invalidation language is contained in this same citation (M/L) but is further down the pages (42.2(1)c(3)). Requests for invalidation must be received in writing and keep in mind if this happens, you have less than one week to take another routine sample to replace the [anticipated] invalidated sample to ensure you meet your monthly obligation for routine TCR samples (unless you usually take more than is required/month). If you go through with the plumbing changes and all repeat result are TCR negative, then a request for invalidation would be optional. 567 IAC 41.2(1)c(2)2. Repeat sample location(s). The system must collect at least one repeat sample from the sampling tap where the original total coliform-positive sample as taken, at least one repeat sample at a tap within five service connections upstream and at least one repeat sample at a tap within five service connections downstream of the original sampling site. 567 IAC 41.2(1)c(3)2. The department will not invalidate a sample on the basis of repeat sample results unless all repeat samples collected at the same tap as the original total coliform-positive sample are also total coliform-positive, and all repeat samples collected within five service connections of the original tap are total coliform-negative. http://www.legis.iowa.gov/DOCS/ACO/IAC/LINC/2-23-2011.Rule.567.41.2.pdf JANET GASTINEAU

They anticipating working with QuikTrip to change the fixture and plumbing and resampling tomorrow. If they can pinpoint the problem they will ask for an invalidation or get a clean sample and be done with it. ________________________________________ From: Warren, John [DNR] Sent: Tuesday, February 22, 2011 2:33 PM To: DNR FO5WS Cc: Schwiete, Becky [DNR]; Lynam, Anne [DNR]; Spoelstra, Chris [DNR] Subject: 7727031 - DES MOINES WATER WORKS Positive TCR Positive Total Coliform Bacteria Results - Additional sampling required At: Free chlorine = 0.38 mg/L, total chlorine = 0.76 mg/L Down: Free chlorine = 0.47 mg/L, total chlorine = 0.74 mg/L Up: Free chlorine = 1.49 mg/L, total chlorine = 1.75 mg/L Sample Type: Repeat Collection Date: 2/21/2011 Sample Location: 4575 2nd avenue, dm Total Result: Present Fecal Result: Absent Required Repeat Samples: 3 DMWW is onsite investigating cause. There is no known cause for this positive but we suspect that the problem is internal. The upstream and downstream samples associated with this repeat were negative. We have notified the QiuckTrip Facility Manager that there appears to be a problem and that we will be doing additional sampling to help them identify the source. Today we will be taking the required repeat samples in addition to multiple samples inside the building. Once the results of those samples are known we will go to the site to evaluate the situation. This facility is backflow protected so even if there is a main break or other loss of pressure water should not flow out of the facility into the rest of our distribution system. We understand that backflow protection will not in and of itself prevent the movement of bacterial contamination but it should help keep the problem isolated. If you have additional questions please let me know.
