2/7/2011 Telephone conversation with Mr. Buckingham re: Per my conversation with Mr. Buckingham, it was described that the soil does indeed slope away from the well head. It simply is distorted due to a picture taken from a blackberry. Regarding the 12" separation requirement, I will grant a 30 day extension due to the weather conditions. The casing must extend a minimum of 12" above the ground surface and documentation of such must be submitted to us by March 1, 2011. As also discussed with Mr. Buckingham, this should have been taken care of long ago. We do not have the resources to continually track these issues. We are prepared to refer this to our legal services bureau for enforcement action if the conditions are not met. Referral will likely include the assessment of monetary penalties. KEITH WILKEN
