12/23/2010	Dell called stating he received my letter and felt his site was a system I, I checked and permitted as a system III as I stated, per his engineering report from consultant. Must talk to his engineer and get it changed if his site qualifies as a system III. At this time letter stands as written.	CINDY MARTENS
