11/23/2010 Andy called to state that the CO2 scrubber was operating outside of a parameter established in the unit's construction permit. The permit contains a provision that the scrubber operate above certain pressure differentials. The company is to take corrective action when the pressure drop is less than 8 inches of water column and the incident must be reported to the DNR Field Office when the pressure drop goes below 6 inches of water column. He was calling to report that the pressure drop was less than 6 inches due to recent colder temperatures. Andy stated that he scrubber had been checked and was operating in accordance with manufacturer specifications. He said that the lower pressure differential should not affect VOC and HAP removal. He stated that the manufacturer of the scrubber had sent written documentation that VOC and HAP removal should be unaffected down to 0 inches of pressure drop. Andy stated that they had already sent a variance request to AQB to allow operation at any pressure differential. He said the permit requires 24 months of pressure drop monitoring before a permit amendment can be requested. He said that they will request a permit amendment as soon as they can. Andy stated that a written report of this incident will be submitted. GLENN CARPER
