8/19/2010	Mr. Philips had questions regarding rebuilding his destroyed confinement barn. Since it was constructed prior to 1985, it has been exempt from MMP requirements. I told him he could reconstruct his facility, like for like, and continue to use his anaerobic lagoon. He had further questions about open lots. I told him he would be a large CAFO and would have to control runoff from open lots adjacent to his confinement since the confinement is over 1000 head.	KENNETH HESSENIUS
