8/13/2010 E-mail communication with Mr. Sprecker and Mr. Randy Goodman with United Western Coop re: Good afternoon. I apologize for the delay in summarizing our very good site visit on August 2nd. As I'm sure you can relate, I have been very busy. But thanks again for offering to meet with me at the facility and discuss your plans. As we discussed during our visit, United Western Coop's consideration of extending the roof over the load out area on the north side of the facility would be a major improvement. This would eliminate the continual need to pump water out of the concrete basin, containerize it, and land apply it properly. The easier a facility is to manage, the greater the chances are that it will be managed effectively. We also discussed the purchase of an ammonia sampling kit if United Western Coop does not extend the roof over the load out area. If no ammonia is detected in the water (highly unlikely as we discussed), the water could be simply pumped out. If ammonia is detected in the water, then United Western Coop must continue to containerize the water and land apply it at an agronomic rate. I agreed to provide you with information on the sampling kits we use in the field office. The sampling kit we use can be found at the following website http://www.chemetrics.com/Ammonia . Please let me know if you need/want assistance in learning how to use the sampling kit. The other issue we discussed that needs additional attention from United Western Coop is the tracking of fertilizer out of the building by operation of the skid loader. This is likely the cause of the spilled fertilizer previously observed on the west and south sides of the facility. If United Western Coop is able to resolve this issue, the daily housekeeping issues will almost be completely buttoned up. As we discussed during our visit, the State of Iowa is expending many resources assisting the City of Dunlap with their nitrate contamination issues. Therefore, we cannot allow the spillage of fertilizer to continue at this facility. Please make every effort to keep all fertilizer within the building. We sincerely appreciate all efforts made to date. Please let me know if you have additional questions or if I can be of any further assistance. And again, thank you for meeting with me to discuss your operation. KEITH WILKEN
