8/10/2010 On July 29, 2010 I received a call from Terry Larsen with Monsanto located at 2500 Wiggens Road in Muscatine. Mr. Larsen was calling to report that flood waters from the Mississippi River have caused a dike used for storm water control to breach. Mr. Larsen explained that their storm water permit is designed as a “no discharge” permit. The dike allows storm water from the facility to collect and percolate into the ground. Per Mr. Larsen, high river levels are causing a lot of water primarily “seep water” to enter the property from the north. The water is being discharged from the breached area of the dike which is located on the east side of the property on the east side of the railroad tracks. Mr. Larsen indicated that there was no hazardous condition associated with this discharge due to the fact that it is not located in the process area and that the excess water leaving the facility was mainly “seep water” due to the high river levels.
