8/6/2010 On 08/06/2010 at ~1345 Galen Yoder called and asked if I had been out to the facility or had talked with his father. Mr. Yoder was informed that I had conducted an EMSS inspection on 08/04/2010; and that I had just contacted his father regarding the animal units and that the department was following up with a letter requesting them to describe the facility. Mr. Galen Yoder commented that they had this all figured out that they didn't need an MMP. He indicated that they had discussed this with Greg Brenneman and Eldon McAfee. He indicated that the new building was a 1000 head finisher and at factor of 0.4 that was 400 animal units; and the nursery was 500, and at a factor of 0.1 that would be 50 animal units for a total of 450. That would give them 50 AU's to spare. Mr. Yoder was informed that previous survey's and memo noted that the facility was 250 head nursery building and a 250 finisher building. Mr. Yoder indicated that they hadn't put anything in teh building and that it was old with holes in the grates. Reportedly they have pulled pigs out of the grates. So it was not likely that they would put anything in the building. Mr. Yoder was informed that per the rules, to meet the definition of an abandoned structure they had to meet certain conditions. Mr. Yoder was informed that that was why it was being requested that they submit what they have. Mr. Yoder than indicated that they may not put 500 hundred in the nursery building and that would lower the animal units. It was explained to Mr. Yoder that the animal units were not based on what was in the facility but the design capacity or the maximum number of animals that could be housed at one time. Mr. Yoder than commented that they could put 600 in the nursery. At that point Mr. Yoder was informed that as we were talking the numbers were changing and that was why they would be required to submit a description regarding the number of buildings, production phase and the capacity of the buildings. Mr. Yoder began to questions this and was informed that the department could required this information and that it would be required. We discussed the grower building that was in poor condition. Mr. Yoder was informed that for it to be considered abandoned they could remove the feeders. He indicated that there were no automatic feeders and that the feed had to be hauled or by a wheel barrel. However, if it was possible to house hogs and someone was willing to wheel the feed in, than it had to be counted. Mr. Yoder than asked if I was Mark Sobaski. He was informed that he was thinking of Josh Sobaski. He asked were Mr. Sobaski was, and was informed that Mr. Sobaski was in the field. He asked where that was, and informed that that was one of 16 counties in the region. He than asked if I had been to the facility previously and was informed that I had been. After a little more discussion he indicated that he remembered me. He than commented or asked that the same person doesn't come to the same facility. It was explained that the assignments were rotated. As the call concluded, it was reiterated that the letter would was in the review process. MARK HEIDERSCHEIT
