The rule makes it pretty clear that a shift operator must be a minimum of a grade 2 and what the expectation is and this is the kind of thing the Board frowned upon with Herman. Part of the problems with the rules is that shift operator is not well defined. I’m afraid it’s really going to have to be your call. The easy answer would be the Board should have approved enough salary to allow you to hire a grade 2 operator. We don’t want the rule skirted for convenience. I don’t think I was much help. 81.2(3) Operator-in-charge certification requirement. The operator-in-charge shall hold a certificate of the same classification of the plant or water distribution system and of equal or higher grade than the grade designated for that plant or distribution system. 81.2(4) Shift operator certification. Any person who is responsible for the operation of an operating shift of a plant or distribution system or major segment of the plant or distribution system and is under the supervision of the operator-in-charge identified in 81.2(3) shall be certified in a grade no less than a Grade II level for Grade III and IV plants and distribution systems and Grade I for Grade I and II plants and distribution systems. ________________________________________ From: OSCEOLAWATER DEPARTMENT [mailto:osceolawater@wildblue.net] Sent: Monday, August 02, 2010 2:42 PM To: Gastineau, Janet [DNR] Subject: water plant operation Janet, I've got a new employee starting in 3 weeks. After he gets his grade I license and is comfortable with the plant can he be left alone? Reason I ask is we have two operators that are switching everyother weekend right now and they would like to have more time off. When the new hire gets his grade one I could I put him working a weekend and then come in a check on him 2 or 3 times a day? It will take him three years from date of hire to get his grade II. I would come in and help do the required testing. So basically I would still be responsible for the shift he would just be watching over the plant and I would be doing the tests and making checks a couple of times a day during the weekend.
