7/20/2010	On September 30 2008 your original Manure Management Plan (MMP) was administratively approved by the Iowa Department of Natural Resources. 567 IAC 65.17(17) “e” states “For an original manure management plan previous soil sampling data that does not meet the requirements of 65.17(16) may be used in the phosphorus index if the data is four years old or less. In the case of fields for which soil sampling data is used that does not meet the requirements of 65.17(16) the fields must be soil-sampled according to the requirements of 65.17(16) no more than one year after the manure management plan is approved.” 567 IAC 65.17(17)“h”(1) provides “When any inputs to the phosphorus index change an operation shall recalculate the phosphorus index and adjust the application rates if necessary.” Your original MMP used soil sampling data that does not meet the requirements listed in the IAC. Therefore you must obtain acceptable soil samples for this field within one year of the MMP approval date for these fields.A corrected and complete MMP including the recalculated Rusle2 calculations phosphorus index and soil analyses must be submitted to this office and the applicable counties by September 30 2009.
