6/9/2010 From: Gastineau, Janet [DNR] Sent: Wednesday, June 09, 2010 7:56 AM To: 'OSCEOLAWATER DEPARTMENT' Subject: SEP chlorine monitoring The rule requires continuous monitoring at the point entering the system, which you have. I suspect Herman had some bench checks/operational type monitoring going on as you described. You are not required to do any grab samples so if you reduce weekend staff this shouldn’t interfere. Residual disinfectant entering the system. The residual disinfectant concentration of the water entering the distribution system shall be monitored continuously, and the lowest value recorded each day, except that if there is a failure in the continuous monitoring equipment, grab sampling every four hours may be conducted in lieu of continuous monitoring, but not to exceed five working days following the failure of the equipment. If acceptable to the department, systems serving 3,300 or fewer persons may take grab samples in lieu of providing continuous monitoring on an ongoing basis at the frequencies prescribed below: You can look at rules at http://search.legis.state.ia.us/NXT/gateway.dll/ar/iac/5670___environmental%20protection%20commission%20__5b567__5d/0630___chapter%2063%20monitoring__2c%20analytical%20and%20reporting__2e/_c_5670_0630.xml?f=templates$fn=default.htm JANET GASTINEAU
6/9/2010 Brandon called about a letter he received from WSE regarding a 2008 water use report. I advised him to just submit it. He also said their changed the carbon in the filters on one side of the water treatment plant and will likely have to do the other side next year. It's been four years since the filters with new carbon were changed. They have not had to use the sodium permanganate since changing the carbon. Apparently Herman was trying to use it to get them through till the carbon could be changed. Bob Campbell is working with Brandon NTL to get him the permit. They also anticipate reducing the number of staff hours on the weekends and Brandon was wondering if they have keep taking the every 3 hour grabs on the finished water for chlorine. I told him no, the continuous meter is enough and agreed to send him the rule. JANET GASTINEAU
