5/13/2010 E-mail communication to United Western Coop re: Trent / Randy, Good afternoon. Thad Nanfito (Environmental specialist, FO 4) and I were in Dunlap on April 20, 2010. We visited your facility since we were in the vicinity. It was again observed that fertilizer was spilled on the south side of the facility. Eight photographs were taken for documentation. I will attached several of them for your reference. Please accept my apologies for the late response. The site assessment confirmed that the storage and handling practices at this facility has negatively impacted the underground aquifer. In addition, your facility is located near municipal drinking water wells. Therefore, this cannot re-occur. Failure to prevent additional spillage at this facility may result in a referral to our Legal Services Bureau for enforcement action. Referral may result in assessment of an administrative penalty. Please clean up all spilled fertilizer and submit documentation of such to this Field Office by June 30, 2010. Please be advised that we will continue to monitor this facility on a routine basis.
