4/9/2010 On March 29, 2010, I stopped at the Central Disposal Landfill and talked with Mike Wick, Landfill Director. He explained that the Lake Mills WWTP did not place restrictions on leachate acceptance from the Landfill, so they were able to haul each day without interruption. Mr. Wick said the request for a variance was made as a precaution, but the landfill didn't need it. Mr. Wick said they are hauling leachate to the WWTP each day (est. 45000 gallons/day). However he said the landfill is shutting off the P1 and P2 pumps each night as they do not have the capactiy in the storage basin. The pumps are turned on the next morning. Mr. Wick said he thought leachate over the liner probably exceeded 1 foot overnight in the area serviced by P2. He did not think the leachate head over the area serviced by P1 exceeded 1 foot overnight. This brings up several issues. Central Disposal is supposed to have 7 days of leachate storage. However, the circumstances under which the leachate storage must be availabel is not that clear. Also, leachate head is likely being exceeded when the P2 pump is shut off over night. I mentioned these two problems with Amie Davidson, Permits Section, on March 31, 2010. CLAY SWANSON
4/9/2010 Around March 15th, Deb McDonald, Central Disposal Engineer, had requested that the landfill be allowed to exceed the leacahte head level of 1 foot for storage purposes. The Landfill had been hauling leachate to the Lake Mills WWTP, but due to flooding, the WWTP indicated they may not be able to take leachate for a while. Because the landfill had no other place to take the leachate, the variance request was made to Amie Davidson with the Permits Section. CLAY SWANSON
