3/22/2010 Brandon called to say the chlorite was running high with the sodium permanganate off. We agreed he could turn it back on and back off the chlorine dioxide which had been turned up with the permanganate off. They can submit an after the fact (as built) application for a permit. I sent him sampling instructions for the chlorite exceeding the MCL 1.0 at the SEP. He called back a few times letting me know updates and finally UHL returned his call and someone was going to go into the lab to give him 9 bottles for follow up sampling. JANET GASTINEAU
3/22/2010 From: Gastineau, Janet [DNR] Sent: Saturday, March 20, 2010 1:26 PM To: osceola water Subject: chlorite monitoring follow up On each day following a routine sample monitoring result that exceeds the chlorite MCL at the entrance to the distribution system (source/entry point), the system is required to take three chlorite distribution system samples at the following locations: • as close to the first customer as possible, • in a location representative of average residence time, and • as close to the end of the distribution system as possible. This follow-up monitoring is in addition to the daily sample required at the entrance to the distribution system. You would continue to do these three DS samples each day you exceed the 1.0 at the SEP. These additional distribution system samples must be analyzed by a certified laboratory using an approved ion chromatography method, in accordance with 41.6(1)“d.” If the arithmetic average of any three–sample set exceeds the MCL, the system is in violation of the MCL and must notify the public. It looks like this would be follow Tier 2 public notice requirements. Provide the initial public notice as soon as practical, but no later than 30 days after the system learns of the violation. Ask you lab to get you the results as soon as possible. We can talk more about reporting this and the public notice on Tuesday. Call again if you need to. JANET GASTINEAU
