3/15/2010 From: Gastineau, Janet [DNR] Sent: Monday, March 15, 2010 3:52 PM To: 'osceolawater@wildblue.net' Subject: operator certification As you know, a shift operator for a grade III water treatment plant must be a grade no less than a Grade II if they are responsible for the operation of an operating shift and under the supervision of the operator-in-charge. You are also aware that a Grade II operator must have a high school diploma or GED and three years of experience (Certain types of education or work experience are required and may be substituted to meet these requirements). Provided the individual has for example, but not limited to, a training plan to achieve the proper certification, is meeting the milestones of that plan, has experience operating the plant, is otherwise under general supervision, and has detailed instructions on whom to contact if the need arises then operating the plant alone for a couple of hours and an occasional shift (i.e. operator illness or unexpected scheduling conflicts) is acceptable. However, the rule does state… 81.2(4) Shift operator certification. Any person who is responsible for the operation of an operating shift of a plant or distribution system or major segment of the plant or distribution system and is under the supervision of the operator-in-charge identified in 81.2(3) shall be certified in a grade no less than a Grade II level for Grade III and IV plants and distribution systems and Grade I for Grade I and II plants and distribution systems. And the department has required your system to obtain proper operator certification for shift operation in the past. Chapter 81 does not define what a shift operator is. JANET GASTINEAU
3/15/2010 Herman needs to speak with the council about having a non certified operator running the plant. We talked about there needing to be a grade 2 operator for shifts. An occassional shift or when Herman leaves the plant for a couple of hours is OK as long as he can reach you by phone. We also talked about establishing a training schedule for the new employee to obtain the required operator certification. JANET GASTINEAU
