3/13/2026	Mr. Hinkel called to discuss using recyclables in the fluff layer during the construction of Cell 3B, which should be starting April of 2026. He stated that during the previous cells construction, they struggled to get the fluff layer established, due to the bulkier rural waste that they receive. He is planning to take the recyclable, cardboard, paper, and plastics, and mix them in a 40 yard container, with the smaller residential loads that come in. I informed him that any of the recyclables used will need to be weighed and included in the reports as incoming waste.	JOHN BAKER
