8/1/2025 Matt called to ask about solar panel disposal. I told him I'd ask Sue Johnson and get back to him. This is the following email from Sue forwarded on to Matt: Hi Madeylynn, Here is a fact sheet that I have online regarding solar panels. Businesses would have to make a waste determination and get a true representative sample. The most common reason that generators would determine that solar panels are hazardous waste is if the solar panels exceed the toxicity characteristic regulatory limits for lead or cadmium using the toxicity characteristic leaching procedure. Some manufacturers may have run the TCLP on their products as a selling point, so the waste generator should contact the manufacturer to obtain that information. Many older panels fail the TCLP so would be considered HW. If they recycle them, they do not have to make a waste determination and will save money on testing. EPA is still on track to make solar panels a Universal hazardous waste, I think slated for next spring now. Many landfills do not accept solar panels from homeowners. And other states do not consider solar panels on homes as a household waste, but more of a business waste, as it does not fit the definition of household waste under federal rules. But I have found a handful of landfills in Iowa that may accept them from homeowners. I hope this helps. It will be much easier when the EPA makes them universal waste! Sue MADELYNN AUSTIN
