7/8/2025 Frank Adkins called FO4 after receiving an email from a vice president at Sapp Bros regarding the renewal of the NPDES permit for the Sapp Bros Travel Center at Percival (NPDES # 3600201), which was due on 07/04/2025. I suggested that the facility’s operator, Eric Cherko, may be able to help. Frank stated that Eric was on vacation and he didn’t want to bother him. I checked the NPDES database and found that an application letter was sent on 2/5/20205 but a completed application had not been received. I was unable to find the letter for Sapp Bros but I read through the information and instructions in the renewal letter for Denison. Frank stated that he thought they had submitted the application and was sure the fees had been paid via the vice president’s credit card. I explained that that fees are part of the application. The application is not complete without the fees but the paying the fees does not satisfy the requirement to submit an application. I acknowledged that it was possible that the application had been received but that the database had not been updated yet. I recommended that Frank follow up with Reed Hoeness, the assigned permit writer. DAN OLSON
