4/16/2025	I drove by this facility on 4/14/25 and noted there didn't appear to be any livestock onsite. However, it did appear that the effluent basins were still storing effluent from when the facility was populated. I called David Wendl who said there had not been livestock onsite since late 2024. I reminded Mr. Wendle of his liability if the effluent were to overflow the structures and cause a discharge and I said now would be the time to remove and apply the materials (before planting). I also notified Wendl on 4/16/25 that all manure from the open feedlot is required to be land-applied within 6 months of discontinuation of the operation.	BRIAN JERGENSON
