1/28/2025	Ms. Jordan asked me about a complaint that came through EPA Region 7 in December about the operation of the Marshall Ridge manure digester plant. She had questions about fire(s) that had occurred there, regulations and permit limits (how AQ permitting works), a possible dairy expansion and its effect on the energy plant, and past air quality compliance at the facility. I went though the chronology of staff actions regarding AQ as depicted in the FOCD and described possible scenarios with regard to AQ permitting and increased manure processing. With regard to the December complaint, I told her I forwarded it to IOSHA in addition to my AQ investigation (which resulted in the need for them to apply for a construction permit).	BILL GROSS
