10/15/2024 Petersen, Ted Mon, Oct 14, 3:44?PM (15 hours ago) to Erik, Bob, Chad, Taroon, me, Carmily, Satya, Lori, Corey, Eric, Jason, Ed, James Good afternoon - Janet and I met with the City of Osceola's Water Superintendent today to check in and get an update on the drinking water supply. Here's a few key takeaways from that discussion: West Lake Levels (link) - since July 2024 lake levels have been slowly decreasing; with no significant precipitation the board will likely execute stage 1 of the conservation plan sometime in November 2024. Stage 1 is voluntary community conservation. All supplemental source options discussed earlier this year are still being considered but none of them have been finalized, including: Private quarry - land owner not interested in an agreement with the city unless the situation is an emergency Arbor Valley Lake Subdivision - 100 acre private lake, negotiations continue SIRWA Connection - results from a hydraulic engineering study of both systems are pending; likely can only supplement a portion of what's needed The City's engineering firm, V&K, is handling both the wastewater and the drinking water projects The City's focus appears to be on the new wastewater plant and reuse FO5 informed the Superintendent that DNR is considering regulatory options to address the reoccuring source water capacity issues An example of a BCA in a WS operations permit was presented to him I.e. Milestones with due dates for projects that will address the capacity issues FO5 will be reaching out to DNR WS staff soon to discuss the regulatory options and what the source water capacity goal for Osceola should be.
