4/25/2024	Email received: I’m reaching back out to you concerning the Kline Feedlot project. The Kline’s met with the Harrison County Conservation Board at our April meeting to discuss their proposed confinement in SW Harrison County. I’ve included a map we had created before the meeting. The Klines met with us as part of their “neighborhood” discussions on what they intend to do. Again, they asked for a variance of the setback, as they want to build just north of the property line of the Old Town Conservation Area. They did indicate that if we turned them down on the variance…they would still go ahead with an “open-air” feedlot instead of a total confined operation. Midwest Beef Systems has designed the project. My big question is: is there any options for the HCCB to halt this project? Old Town is the largest property managed by the HCCB and it contains miles of trial, scenic natural areas, and pristine native prairies. My response: If the barn has at least 10% open roof then it technically meets our definition of an open lot and is exempt from all distances. If he goes over 1,000 head in an open lot (regardless if it's the barn or a true open lot), he will need to apply for a permit and submit an NMP. At that point there will be a public notice and you can provide comments and voice concerns before the permit is reviewed.	ALISON MANZ
