2/9/2024 Re: Osceola Update - Input needed Gastineau, Janet <janet.gastineau@dnr.iowa.gov> 10:10?AM (5 minutes ago) to Ted I watched the water board meeting last night. Much discussion was around rates, budget setting, the use of "premium" rates, cost of production/1000 gallons, and SIRWA's purchasing price. Brandon did report he is meeting with Senator Sinclair, SIRWA, and Creston tomorrow. The discussion will include Creston's new found capacity (since they're no longer serving SIRWA) and whether some of that can be provided to Osceola by wheeling through SIRWA's territory. Overall, West Lake has been maintaining its level for the last 30 days. Brandon also emphasized what is known about the WW reuse project and DNR's acknowledgement that the project is "conceptually viable" but won't be easy to approve. Biggest present obstacle to this is how to dispose of the reject water from the RO. I hadn't heard this, but they seem to believe it has to be diluted before disposal and consideration to accomplish this is through groundwater injection? City council has approved the final design for this project (sans RO disposal). On January 15, 2024, the draft plan for the reservoir was provided to NRCS for technical review; it will be reviewed and returned to the water works 2/15/24. Comments from NRCS will be incorporated into the plan and will be submitted to the National Water Management Center (https://www.nrcs.usda.gov/national-water-management-center). JANET GASTINEAU
