Compliance with 4.0 mg/L is determined quarterly for PWS based on the MRDL. The 4.0 mg/L only applies in the DS, not the source/entry point. Now, occasionally we have chlorine overfeeds and at that point we recommend flushing the DS, for example, but it depends entirely on the situation. I hope that helps.
