10/4/2023	I had a phone conference call with Opal management staff on 9/20/23 including Dane K., Tim Adams, and Josh Regstrof regarding options for closing the site. I explained mothballing vs. discontinuing and how those could be applied. They would prefer to keep the site in some form of active status incase the markets change or they sell the property. I said they could keep about 50,000 chickens onsite and be considered a SAFO, while mothballing the remaining barns. I said technically if they are discontinued for more than 2 years, a new construction permit would likely be needed to return to production. I followed up with an email clarifying the rules with Dane on 9/26/23 and a copy of their construction permits for both Opal sites.	DANIEL WATTERSON
