12/27/2022 12/19/2022 1530: Email assist to Andy Murdock. I responded to his email regarding an upset resulting in unknown excess emissions from EP-15 on 12/16/22/ My email read as folllows: Andy, Thank you for letting me know about the incident. I checked the construction permit for the EP 15 emission point and it had the following regarding excess emissions: image.png From your email, it sounds as if it was addressed as soon as it was discovered. Was the mixed lot transfer process shut down when the low pressure readings were discovered? Also, please let me know if you are able to find out why the cartridge had fallen. As far as the excess emissions reporting. It would not necessarily require a call to our after hours line. An incident of excess emissions shall be orally reported by telephone, electronic mail or in person to the appropriate field office within eight (8) hours of, or at the start of, the first working day following the onset of the incident. Therefore, your email should suffice for reporting the incident. As far as the tissue loadout station, I don't see a reason to try to squeeze it in when you are not there. I am sure we can schedule it for after the start of the new year as it would be preferable to see the loadout process with the improvements that are made and to be able to discuss with you any outstanding issues. You mentioned the Tissue Cyclone System (EP-21): Your earlier email, dated November 25, 2022, indicated that the Tissue Dryer Stack would be cleaned once per week in your recently submitted O&M Plan but that it might need to be done at a time other than the Wednesday night shift since that corresponds to the Fat Process CIP day. I am assuming that is the initial cleaning of that cyclone on Wednesday (December 14, 2022). Have you determined a weekly cleaning schedule for the cyclone? I copied my supervisor, Kurt Levetzow, and the senior in Air Quality in this field office, Ryan Stouder, on this email so they could weigh in as needed. Thank you, Jon JON RYK
