12/5/2022 Re: Osceola Water Gastineau, Janet <janet.gastineau@dnr.iowa.gov> Attachments 11:32 AM (0 minutes ago) to Brandon, osceolawater3, Alisha Yes, I have been sharing your communications with multiple Iowa DNR staff members, including my supervisor, water supply engineering staff, and Tim Hall, another staff hydrologist. I also provided a brief update to the State Climatologist last week. Brandon, we appreciate your updates and understand the manganese issue could be a challenge should the lower intake need to be used. Please be sure you have proactively worked with your operators so they know how to respond and with your chemical distributor to be sure you either have what you need on hand or can readily get it. If the water supply should exceed health advisory levels for manganese, public notification will be necessary. I have attached the language for this. The levels to be aware of are 0.3 mg/L for infants and 1 mg/L for the general population. If you receive complaints, discourage the public to drinking colored water until you can test it for manganese concentrations. More information about the health advisories can be found here https://www.iowadnr.gov/Environmental-Protection/Water-Quality/Drinking-Water-Compliance/Drinking-Water-Health-Advisories On Mon, Dec 5, 2022 at 10:59 AM Brandon Patterson <osceolawater2@windstream.net> wrote: Janet, I was directed at my board meeting to make sure IDNR is aware of our water conservation challenges. I explained to my board that I have been communicating with you, but I wanted to make sure I didn’t need to include anyone else as well from IDNR. SIRWA is going to utilize Creston to provide water to its western/southern territory in leu of Osceola. We have all agreements executed to have the intakes inspected in the spring. Depending on that outcome, the plan is to modify the lower intake, so water can be pulled from a higher depth. I am in the process of having our engineer send in paperwork to the IDNR for these modifications. We are sending mailings to our customers regarding water conservation. We are in the process of putting together mailers for our business leaders and will be providing them water compliance checklists to conduct at their individual locations. Staff is looking into customer usage history and my board may implement fees for customers using over a certain threshold of water usage as we move forward. Our concern is if we are forced to utilize the lower intake without it being raised, we will have issues with manganese in our system. We want to educate and make sure our customers are aware. If you have any other ideas or concerns, please let me know. I will continue to keep you in the loop as we tread forward. JANET GASTINEAU
