12/5/2022 RE: Osceola Water External Inbox Brandon Patterson 8:57 AM (2 minutes ago) to me I am not real familiar with point of entry systems either. I expect I will be asked the question regarding how business and homeowners can treat the manganese issue if it arises. I have been in contact with SIRWA this am and requested they explore other options for supply. I'm sorry your customers are not grasping the seriousness of the situation. Any chance SIRWA moves off your system. I know they did that when Leon was having issues. Can you send me a sample plan for surface water that collects multiple monthly samples. I want to make sure the language in my plan regarding the number of repeats is up to date. I looked online, but I only seemed to find groundwater plans. My board doesn’t feel our citizens are taking water conservation seriously. I have been directed to continue our communication plan with our customers. The next portion of this education is going to include information regarding where we are currently at level wise and discuss what will happen if levels continue to fall. Our message to our community is going to be we need them to work together and be smart about water conservation, because if they don’t we will likely be forced to utilize the lower intake and quality issues will then become a concern. I found the sheet the IDNR and IDPH have online for manganese and will reference that information when communicating to our customers. If we are forced to move to the lower intake level, manganese will likely be our biggest obstacle based off of our past experience. If we start having concerns with manganese, do you know how effective in home water systems are for removal, as I am sure that is going to be the next question. JANET GASTINEAU
11/7/2022 Osceola Water Works--West Lake Gastineau, Janet <janet.gastineau@dnr.iowa.gov> 4:51 PM (0 minutes ago) to Ted, Eric, Mark, Andy, Tim I wanted to bring to your attention the current condition and concerns the Osceola Water Works is experiencing because of present drought conditions. The operator has been in touch with me a few times this fall about it, but today's question introduced a whole new element. I believe I've documented assistance activities pretty well in FOCD if you're curious. Today's question had to do with redirecting the Osceola POTW discharge to West Lake to help bring up lake levels. It was just an email exchange: https://programs.iowadnr.gov/focomp/AssistanceDetail.aspx?AssistanceId=125955&StateId=310338248 The water board meeting was 11/3/2022 and the water conservation plan was on the agenda. see also: https://osceolawaterworks.com/10-20-2022-drought-conditions-worsening-across-iowa/ I don't know what current lake levels are for West Lake. The intake is near the water plant, which is circled below. Please let me know if you have any questions. JANET GASTINEAU
11/7/2022 Re: wastewater effluent reuse Gastineau, Janet <janet.gastineau@dnr.iowa.gov> 1:28 PM (2 hours ago) to Brandon It would take a significant review to modify the City's NPDES permit to allow discharge to the lake. In fact, I'm not even sure discharge to a lake is allowed. Design discharge for Osceola WWTP is 1-2.5 MGD, so you might break even if it were used. Discharge flows would be less if the drought continues. If you want to pursue this I could put you in touch with the NPDES section or you could just contact Eric Wikland at (515) 630-9970 to begin the conversation. Any gain with the recent rain? The question was raised if reuse of the City effluent from the waste water plant is an option. The thought was the effluent would be pumped back up to West Lake. My understanding that until the new City wastewater plant is up and running this isn’t an option. I was asked if the drought continues into next year and we have to start getting creative to replenish the water supply for the City if this was an option. I have my own opinion on the idea, but was asked to inquire from a member of my board. JANET GASTINEAU
