11/2/2022	Rachel called to explain their quarterly NESHAP/NSPS reports had not been sent to the field office. I advised they could be sent electronically. Rachel also stated that a new plant manager will be starting the following week, and that the name of the plant will be changing after the new year but ownership will remain the same. She will send the required notifications. Lastly, I mentioned the dark emissions trailing the steam plume that have been visible from their main stack. Rachel stated she noted this as well and they had recently performed maintenance on their ESP, which she believes will resolve the issue. Speculation is that salt byproducts may be occurring. She stated the monitoring data shows compliance with permit limits.	DAVID KNOLL
