10/5/2022 Called with questions on the land application of bone mill. Attached is a flow chart that we developed to assist in determining what regulations must be followed for the land application of a solid waste material. If Essentia is selling the product to you, a 200 License with IDALS is required. If they are NOT selling the product then you can land apply the solid waste under 567 Iowa Administrative Code chapter 121. The land application of solid wastes requires a specific permit from the DNR, unless you follow the permit exemption rules. If you want to explore the permit requirements please let me know. If you do not apply more than 2 dry tons/acre/year then a permit is not required. However, there are criteria involved with the permit exemption rules also, they are attached. A long range plan is required, record keeping, analysis of the product, and certain fields are still not acceptable. After review, let me know if you have any questions. I know you mentioned that the product is high in nutrients and a good fertilizer. Just ensure proper application rates so that there is adequate vegetative cover. (I only mention this based on observations made during a complaint investigation at Boyer Valley in Denison a few years ago.) Also, if you intend to stockpile the material in the land application field, measures will need to be taken to control the leachate. ALISON MANZ
