7/29/2022 Jay called to ask about manure application from the facility this year. He said the manure is still 70-80% moisture content and likely can't be applied with dry manure equipment. But it is still too thick to handle with liquid manure equipment so they fear it will be a messy situation. The berms added to the manure storage building last year are the only thing holding the manure in currently. He proposed adding wood shavings or chips to soak up the moisture to allow the use of dry application equipment. I explained the manure is still a 200A product so any mixing or changing of the product is an IDALS issue. I said in the past they have said 200A cannot be "manipulated" so I was not sure they would allow mixing. He said they have routinely done composting with the 200A manure and IDALS has never said that was prohibited. I agreed this material is not easy to handle but it sounds like it currently still meets the definition of dry manure and IDALS regulates it until the say otherwise. He requested DNR visit the site and review their options prior to the fall. I said a follow-up visit to the site is already planned once the bird flu bio-security measures are relaxed later this summer. DANIEL WATTERSON
