5/13/2022 DMWW Public Water Supply Operation Permit Renewal Questions External Inbox Casey, Nathan Tue, May 3, 3:17 PM (10 days ago) to [email protected], me, Mike, Jeff, Josh Chris, Des Moines Water Works has received our new Public Water Supply Operation Permit (PWSID#7727031) and we have several questions we’d like clarification on: Page 2 – 953 distribution system bacteria sample. The Army Post Road ASR well feeds into the 950 distribution system and was previously included in our regular TCR sample sites. Can we still collect these sites for 950 or do we need to find alternative sites when Army Post Road ASR is on? Page 3/4 – McMullen After Treatment. The McMullen ASR well recovers to the clear well of the McMullen water treatment facility. When the ASR facility is running Facility ID 06 goes into Facility ID 03 before going through a source entry point. How should this be reported. Page 6 – DB03 4240 Army Post Road. This was an alternative site used during COVID. We did not request to change this site. Address should be 7400 register. Page 8 - Raw alkalinity and hardness are listed for both monthly and daily. Please help us understand how we should report these samples. Page 8 – Daily raw water iron. Please help us understand the purpose of this sample. There is no finished water iron sampling required and iron is not a health concern. Sampling of all the raw water sources at Fleur may be difficult and the EPA approved iron sample needs to be digested which can take a day or more. Page 8 – Daily source entry point manganese. The cover letter states that manganese samples will be for source entry point 03, 04, and 07, which are the three treatment plants. Page 8 says daily source entry point manganese samples. We have multiple source entry points outside the three treatment plants. Please confirm that daily manganese self-monitoring is for source treatment plant source entry points. Page 8 – Daily raw manganese. Would it be possible to reduce the frequency of raw water manganese samples. It’s difficult to sample all the raw water sources. Page 8/9 – Saylorville raw and source entry point total dissolved solids. Can we do this with conductivity? Calculating TDS from conductivity. Page 12 – What does WQP mean? We’d like to discuss the raw and finished manganese, and the raw iron, reporting requirements in more detail. We have data going back to 2006 for Fleur and McMullen which shows the source waters are rarely above the limit and the finished water is never close to the limit. This additional testing is a significant amount of work for a system which rarely has manganese in the source water. It may be beneficial to have a meeting to discuss these questions. Please feel free to contact me if you have any questions or comments. JANET GASTINEAU
5/13/2022 DMWW permit Gastineau, Janet <[email protected]> 1:53 PM (3 minutes ago) to Taroon, Anne Anne and I had a meeting with DMWW and they are wondering about CT approval for the Army Post ASR. None of us have any documentation that it was approved. Also, do you know whether TDS calculated off a conductivity value is sufficient for the operational monitoring assigned for RO raw and finished? They have continuous analyzers on the inlet, concentrate, and permeate, but also do grabs 1/day for conductivity. Permit requires 1/month TDS raw and final and they want to know if they can just calculate it from conductivity using the assumption that approximately 60 percent of the conductivity is TDS. Thanks as always for your help! JANET GASTINEAU
5/13/2022 Pilot SWTP Gastineau, Janet <[email protected]> 1:56 PM (0 minutes ago) to Jeff, Nathan, Josh, Contact For a pilot study the Iowa DNR needs a description of the pilot intent, the planned pilot duration, schematic of existing equipment and valving and where they plant to inject, verification the chemical is NSF 60 compliant, and proposed dosing. A pilot proposal is temporary and used for a limited time frame to determine if a chemical change will enhance plant operations long term with temporary equipment. Money spent on a permanent setup isn't necessary unless it works. If it works the PWS submits a construction permit for the modifications and all construction standards applying. Pilot information should be submitted to Bob Campbell at [email protected] or call him at 515-725-0222. JANET GASTINEAU
