9/24/2021	Jason called yesterday and today. He was surprised by the letter from David. Stated he did not violate any laws. I told him otherwise as noted in 4 NOVs and David's letter. He stated all the work is done. Blamed his attorney for not following up. I told him we need complete records of all waste tires since April 2020. He told me about 30,000 tires being burned north of Cascade that the Fire Marshal investigated. Ron Humphrey, Fire Marshal Office could not find a record of tire fires in Dubuque or Clayton Co since 2019.	TOM MCCARTHY
