UNFORMED MANURE STORAGE STRUCTURE CLOSURE Before closing the structures, you must: Apply any remaining liquid manure to cropland at an agronomic rate. Sample the sludge (accumulated manure solids) from the bottom of the structure and apply it to cropland at an agronomic rate. The application rates shall be determined by the phosphorous or nitrogen needs of the planned crop, whichever is more limiting. Contact the local DNR field office to inspect the basin after the removal of all manure and before closure. Remove or permanently plug any and all manure conveyance appurtenances. Note: Very high levels of phosphorus can accumulate in the "sludge" at the bottom of the structure. Misapplication of the sludge has the potential to cause adverse environmental impacts and / or damage to the receiving crop land, causing decreased crop yields. It is recommended that an agronomist be consulted in determining the application rate. A list of testing laboratories for soil and manure are available on the Iowa Manure Management Action Group website at https://www.extension.iastate.edu/immag/soil-manure-testing-labs. Application records, including the date of application, application rate and method, N and P concentrations of the manure, planned crop, and N and P uptake for the planned crop, shall be maintained for the liquid manure and for the sludge. Links to a record-keeping form and a handout on separation distances that apply to the application of manure are included at the end of this e-mail for your convenience. It is recommended that a high-lighted aerial map be attached to the application record to clarify the exact area(s) of application. The record-keeping form can be copied as needed. BUILDING DEMOLITION One of the regulatory concerns with the demolition of any building(s) is the removal and appropriate handling of any asbestos that might be present. There are two asbestos regulations of which you should be aware. They are OSHA and NESHAP. NESHAP requires a thorough asbestos inspection by a licensed inspector and has two criteria that must be met to be a regulated project. It must be a facility as defined in 40CFR 61.141 (your confinement is) and the project must involve at least 160 square feet of regulated asbestos-containing material (RACM) or at least 260 linear feet of RACM. The amount of asbestos and if it is RACM are determined by the thorough inspection. If the project meets these criteria, it is a regulated project and a supervisor who is trained as required in 40CFR61.145(c)(8) must be present during removal. If the project does not meet the requirements of a facility and the amount of RACM, it would not be regulated by NESHAP and any owner could remove the material. While OSHA would allow an owner to remove asbestos themself, no employees or contractors can be present unless they are trained. A complete Notice of Demolition and Renovation form must be mailed or hand-delivered to the Air Quality Bureau of the Iowa DNR at least 10 working days before any demolition or asbestos removal work begins. Do not fax the Notice of Demolition and Renovation Form. The remaining material can be recycled, taken to a sanitary landfill, or buried on-site. If the structure is to be buried on-site, all asbestos-containing materials must be removed first and the requirements found in Paragraph 567 IAC 100.4(2)“a” must be observed. If the structure is to be burned, all asbestos-containing materials must be removed first and the requirements found in Paragraph 567 IAC 23.2(3)“i” must be observed. FINANCIAL ASSISTANCE It may be possible to obtain a low-interest loan from the state revolving fund (SRF) to help pay for closing the manure storage structure.
