4/12/2021 Brandon Patterson Attachments Fri, Apr 9, 1:02 PM (3 days ago) to me, osceolawater4 4/8/21 – 6:52 a.m. I received a phone call from the operator at the water treatment plant. He stated that he had issues with water in the gas chlorine feed lines. He stated that the finished total chlorine numbers were continuing to trend downward. We discussed the timing of when the issue with the chlorine feed system occurred. I instructed the operator to conduct some grab sampling for chlorine readings to verify the online CL17. 7:36 a.m. The grab sampling results were discussed and the online instrument was determined to be correct. I instructed operator to verify ammonia feed. We discussed the dosages and free ammonia levels. 8:00 a.m. It was reported to me that the ammonia feed line was likely leaking at the basement wall. 8:35 a.m. I arrived at the treatment plant. I was in Des Moines. I instructed staff to collect free, total and mono chlorine samples at various locations within the ground storage reservoir. Plans were underway to repair the ammonia feed line. 8:40 a.m. Contact was made with Matt Schultz with SIRWA regarding the situation. 8:45 a.m. Contact was made with IDNR staff Janet Gastineau. 9:14 a.m. Returned call was received from Mrs. Gastineau. 9:24 a.m. Follow up contact was made with SIRWA. Determined best solution after reviewing data was to remain on chloramines. Likely Violation was discussed with SIRWA. Determination was made that the repair to ammonia line was not as extensive as previously reported. Repair was completed in a timely manner after being discovered. At approximately 9:50 a.m. ammonia feed presumed. Sample verification indicate that at 8:30 a.m. finished total readings were below 1.5 total. The lowest total reading was reported at 1:30 a.m. on 4/9/21 of .8 total. At 4:00 a.m. total readings were at 1.5 total. Total chlorine readings have continued to increase since 4:00 a.m. 4/9/21. Discussion was held with operators on 4/9/21 regarding conducting plant walk throughs and verifying proper operation of chemical feed equipment. JANET GASTINEAU
