12/15/2020	We discussed the permit and the langauge prohibiting application of wastewater during periods of ground frost or during rainfalls. Ground frost is defined as a temperature reading at or below 32?F on a thermometer in contact with the ground surface. He said ripper is still going into the ground.	ALISON MANZ
