7/30/2020 Mr. Voaklander called and said that, when they were excavating for the upgrades to Charles City's wastewater plant, they ran in to "an old dump." As a precaution, they sent all the excavated material, which was 90% soil, to the landfill. Mr. Voaklander wanted to know if it could be used for daily cover. I advised him that, as a matter of course, they should test any "mystery materials" for TCLP to ensure they were not dealing a hazardous waste. As far as alternative daily cover, I suggested that he test it for petroleum constituents, because if was below certain thresholds, it could be used as alternative daily cover. I emailed the list of analytes and threshold concentrations to Lori King at the landfill. DAVID MILLER
