7/22/2020	Emerson Paul, neighbor who moved into his house approximately four years ago, located ~1/2 mile to the west of Chamness's compost pad, wanted to ask a few questions. 1. He's noticed that Chamness employees are backing a honey-wagon up to the the old cattle lagoon at the far across the street from his house periodically....wondering if that's ok to put liquid into that lagoon. 2. He's wondering why over the past year the flies have got so much worse at his house. 3. He, like other neighbors, concerned with all the fires at the compost pad. 4. Concerned with runoff into the creek. 5. Wondered if the Chamness or the Wapello County Sheriff's office ever reported the incident where Chamness turned the highway to pure ice due to hauling liquid in the middle of winter, the leachate that leaked onto the road froze and was causing dangerous driving conditions. 6. Lastely, he wondered if it's legal for Chamness to land apply leachate onto frozen ground, as he's witnessed several times. I answered several of his questions, explained that we've entered into legal agreements with them, told him we're working with Chamness to get them back into compliance and that i'd look into the applying leachate to frozen ground issue he brought up (likely a stipulation in their WW permit).
