4/6/2020	I received a call from Mrs. Reck, neighbor to the north of the landfill, who was complaining about dust blowing from the landfill road (actual road inside the landfill) onto their property. Because we are not able to get to Ottumwa to observe current conditions I called landfill manager Chris Betting and talked with him about it. Mr. Bettin explained that like all other things at this time landfill staff were at a very minimum and that they were unable to accomplish much beyond accepting waste (and at this point may have ceased that also). I recommended that once things return to normal they do spray water on the road when dusty if needed. I also recommended they develop a standard operating procedure for when they do spray for dust at the landfill. He said he would do that as soon as he had time.	BERT NOLL
