4/18/2020 FO5 WS MOR, DNR <fo5wsmor@dnr.iowa.gov> (sent by janet.gastineau@dnr.iowa.gov) 7:58 PM (0 minutes ago) to Brandon Can you please revise the summary page to reflect the six CFE readings greater than 0.3 NTU early in the month? Should look like this: You just have to submit that page for revision. Thanks. Janet JANET GASTINEAU
3/4/2020 Re: follow up from phone call Gastineau, Janet <janet.gastineau@dnr.iowa.gov> 12:12 PM (1 minute ago) to Osceola SCADA vendors: Open Systems International (www.osii.com) headquartered in Minneapolis, Minnesota is used by Indianola, but it may just be for their electric utility. Micro-Comm is used by Mahaska Rural Water. Boone uses a system that's less common, but I can't think of the name, so you may want to check with them at waterplant@city.boone.ia.us. And you mentioned Jetco and Automated Systems. If I think of others, I'll let you know. JANET GASTINEAU
3/4/2020 There was an upset in the GSR yesterday and they had a full 24 hours of above 0.349 NTU at the CFE. All IFE were good. Ice went out on the lake and caused a manganese increase which showed up further in the GSR when chlorine hit it. We talked about a possible TT depending on the rest of the month. CFE returning to "normal." Brandon also had some questions about SCADA rebuild and a campground with a main extension that is opening for the first time. i suggested following the seasonal NTU start up procedures for flusing and TCR sampling. Check out the first video on the website below. Discussion on seasonal start up begins around 2 minutes 50 seconds. I've attached the form it references, but much of it probably won't apply. You may want to collect the sample because you know how. You would submit it as a special, not a start up. https://www.iowadnr.gov/Environmental-Protection/Water-Quality/Drinking-Water-Compliance/Training-Informational-Videos 2. I've also attached a cybersecurity document that may be of use for you. Another operator was asking me about emergency response plans and I reminded him of the following, which also applies to your system. Check out the full website at http://wateroperator.org/blog/PostId/1498/resources-to-complete-your-risk-resilience-assessment-and-emergency-response-plan Drinking water utilities should be aware of the risk and resilience assessment (RRA) and emergency response plan (ERP) requirements mandated by section 2013 of the America’s Water and Infrastructure Act (AWIA) of 2018. Under section 2013, community water systems (CWS) serving populations of 3,300 people or more are required to perform a risk assessment using the results to develop or update their ERP. The due date to certify the completion of these requirements is dependent on the population served by the system. If a CWS provides water to a consecutive system, they must include the population of the consecutive system in the total population served. Table1 *After submitting the RRA, the ERP must be submitted and certified within six months. Community water systems will be required to review and revise, as necessary, their RRA and ERP every five years after the initial certification dates. 3. Standards for clear well hatches and check out the security statement at http://www.leafocean.com/test/10statepreface12.html#IDH_AUTOMATED 7.0.8.2 Ground Level or Flat Roof Structures a.Each manhole shall be elevated at least 24 inches above the top of the tank or covering sod, whichever is higher. (Janet talking: This is best, but since it's inside the WTP we allow some flexibility. The height is meant to address snow cover/melt, which isn't a concern inside. Make it at least 4 inches high when it's modified.) b. Each manhole shall be fitted with a solid water tight cover which overlaps a framed opening and extends down around the frame at least two inches. The frame shall be at least four inches high. Each cover shall be hinged on one side, and shall have a locking device. (Janet talking: I thought the standard mentioned something about the internal gutter, but I guess not.) The attachment on hatches might be useful. 3 Attachments JANET GASTINEAU
