2/19/2020	Olson, Dan p <dan.olson@dnr.iowa.gov> Feb 12, 2020, 3:46 PM to jmcclelland, Jim Mr. McClelland, Thank you for your call regarding the planned closure of the wastewater treatment facility (WWTF) at the Ferrara / Farley Sathers Candy Company (formerly NPDES Industrial Contributor #8816001IC3). As we discussed, closing the WWTF will require that all remaining wastewater and sludge be removed for proper disposal. Please coordinate any changes in the flows to the Creston Municipal WWTF with Creston Wastewater Superintendent Jim Bristow. Information on DNR requirements for the land application of wastewater and sludge can be found at https://www.iowadnr.gov/Environmental-Protection/Water-Quality/Wastewater-Construction/Land-Application-Permits. A final inspection DNR is not required. This project may also trigger requirements such as asbestos inspection and notification requirements or the need to discontinue or amend permits held by the facility in other programs (e.g. air quality minor # 88-01-022, Storm Water General Permit #1 Authorization # 8596-8402).
