2/18/2020	I stopped at the site to determine if the tile intakes were blocked and if runoff was occurring following approval to surface apply manure on frozen ground. Photos and video were taken documenting runoff from the field. While the intakes were blocked with buckets, they were ineffective. And, another portion of an application field is also flowing into the creek. I advised to discontinue surface application and pump manure from the nursery that is full into the finisher building because there is plenty of freeboard in that one.	ALISON MANZ
