8/20/2019 Brandon - To followup on our conversation this morning. You indicated that the lagoons are nearing capacity after receiving over 4" of rainfall last night. As we discussed, Daybreak has land application restrictions in the permit that are impacted by the amount of rain that has fallen and the permit also prohibits a direct discharge (i.e. overtopping the berms.) My understanding is that the City of Eagle Grove will not accept the water currently as they are bypassing due to the rain. Without any alternatives, it is preferable that Daybreak land apply wastewater, even if it means exceeding the land application limits in the permit, rather than having wastewater overtop the berm. I recommend that if forced to land apply, that you monitor the discharge point to the creek to ensure no impacts from the activity. Please keep us updated on the situation. Thanks, JEREMY KLATT
