4/22/2019 Brandon Gibson called and said that they closed the roads for final Prestage construction and they couldn’t haul wastewater to Eagle Grove for several weeks. They are spraying in their permitted land application area, but they need to dispose of more wastewater. He asked if he could use a manure hauler and inject the wastewater manure style in areas the sprayers couldn’t reach because of the hose length, etc. I said this was fine as long as he was using the fields that were permitted for land application. He said he would start with those fields, but wanted flexibility to use some Daybreak-owned hayfields that were not in the land application permit. I asked if this meant surface application without injection and he said yes. I authorized this as an emergency measure subject to all the application rates, no runoff, maintaining setbacks and recordkeeping, etc. in the land application permit, but that he had to go back to only the permitted fields when the roads opened up.
