8/1/2018	Spoke with Bonnie and she contacted Paul. We were confused over the fees he was paying as he has an open permit to expand both the open and confinement portions from 2016. I believe he has not started on either part. At this point he has only 950 head of cattle in open lots, 2400 grower and 2600 head in nursery buildings. I reminded her that if he has not started either, the permit is no longer valid.	LOIS BENSON
