6/11/2018	Deb MacDonald called about the leachate. Their lagoons are full with all the rain; they usually haul to Lake Mills but there are some conflicting lab reports and they are not quite sure of their current loading. They are seeking to haul to Mason City or Albert Lea. She asked for permission to shut off the leachate pumps and exceed the 1 foot maximum of leachate in the landfill. I advised her that I couldn't waive the Rule, but she should do what she needs to do to keep the lagoons from overtopping. I suggested she document the circumstances (rain amounts, efforts to haul elsewhere, problems with the lab, etc.) and, if there was a non-compliance to discuss at some point, DNR would consider the circumstances during our response.
